In the main vessel, add the water and sprinkle in the Carbopol Ultrez 21 and allow to wet out (approximately 10 minutes). After the Carbopol is hydrated, begin mixing and heat Phase A to ~80°C. In a separate vessel, combine Phase B ingredients under mixing and heat to ~80°C. When both phases are uniform and at temperature, add Phase B to Phase A and continue to mix. After 10 minutes, remove heat source and continue to mix while cooling down. At approximately 55°C, add the Phase C components one at a time mixing until uniform before adding the next.
Appearance—Thick, white cream; pH—7.17; Final viscosity—7,500 cps (RV #6 @20rpm).
